OVERVIEW OF THE PROJECT
An internationally funded project-Partnership for Advocacy in Child and Family Health at Scale (PACFaH At Scale) further funding the Pharmaceutical Society of Nigeria (PSN) to advance advocacy in Child and Family Health in Nigeria has two (2) vacancies (Senior Program Officer and Monitoring & Evaluation Officer) for highly motivated individuals to join the project team.

The Pharmaceutical Society of Nigeria (PSN) is advocating for the expansion of the contraceptive mix (family planning) services delivered by Community Pharmacists (CPs) and Patent & Proprietary Medicines Vendors (PPMVs) in Nigeria through revision of the Task Shifting & Task Sharing policy, strengthening the Approved Patent Medicines List (APML), the Essential Medicines List (EML) and obtaining approvals and securing relevant enabling policy environment for the pilot CPs & PPMVs project in Kaduna and Lagos States as well as TSTS policy strengthening work in Rivers State. The PSN-PAS project is also focused on reducing the under-5 mortality rate and improving health outcomes for Childhood Pneumonia and Diarrhoea in Nigeria (with the use of Amoxicillin dispersible tablet and Zinc/LO-ORS co-pack as first-line treatment respectively).

PROJECT LOCATION:

The successful candidate(s) will be based and implement the PSN-PAS project from PSN National Office (i.e. Pharmacy House) Abuja.

POSITION OF SENIOR PROGRAM OFFICER
Job Descriptions:
The Senior Program Officer will be responsible for the following tasks:
Development and adaptation of guidelines, tools and other relevant materials for use to accomplish PSN’s role in the PAS project;

Development of program strategies, work plans, budgets and their implementation for effective operations;
Ensure smooth operations and coordination of activities at the National and State level;

Co-ordinate, track progress, review results and address challenges;

Develop background documents, briefs, and presentations, including carrying out relevant literature reviews, landscape analyses, and data analysis;

Track current regional and national economic, political, social, and other trends impacting Nigeria and inform appropriate personnel on actions or pending actions that would impact the project;

Report all activities to the Project Director; and Carry out such other duties and assignment as may be requested by the Program Director/for the success for the PSN-PS project.
REQUIREMENTS:
Qualified candidates for the position of Senior Program Officer MUST:
Hold at least a Bachelors’ degree in Pharmacy. Master in Public Health and other relevant post-graduate degrees will be an added advantage;
Have a strong knowledge of Nigerian Child and Family Health policies;
Have strong report writing, presentation and communication skills with competences in data analysis and data visualization;

Have experience working in or with non-profits. Experience working in the PAS project is an added advantage;

Have capacity to develop draft program budgets and implementation of high level activities;

Have experience convening high level engagements with policymakers, CSOs, professional groups (Community Pharmacists and PPMVs);

Have experience in a research and project management;
Have knowledge of health systems at national and State levels;
Have a minimum of 3-5 years of relevant experience with international development programs working in NGOs, government or donor agencies; and Have the capacity for high-level interaction with partners and stakeholders.
POSITION OF MONITORING AND EVALUATION OFFICER
Job Descriptions:
The Monitoring and Evaluation Officer will be responsible for the following tasks:
Develop and strengthen monitoring, inspection and evaluation procedure;
Monitor all project activities expenditures and progress towards achieving project output;
Suggest strategies to the Program Director through the Senior Program Officer for improving efficiency and effectiveness of the project by identifying bottleneck in completing project activities and developing plans to minimize or eliminate such bottlenecks;
Conduct capacity assessment on existing monitoring and evaluation system, develop indicators and monitoring strategy for the project;
Collaborate with Staff implementing Partners on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effectiveness and impact;

Guide Staff and Partners in preparing their progress report. Together analyse in terms of problems and actions needed. Prepare consolidated progress report for project management to be submitted to relevant bodies in accordance with approved reporting format and timing;

Ensure program team collect high quality monitoring data in a timely manner, collate and organize data for reporting;
Develop schedule of data collection and coordinate to ensure timely collection of data;
Provide analytical, timely and accurate monitoring and evaluation report to the Program Director through the Senior Program Officer as scheduled (weekly, bi-weekly, monthly, quarterly and annually);
Shall work under the guidance of the Senior Program Officer; and Carry out such other duties and assignment as may be requested by the Program Director through the Senior Program Officer for the success for the PSN-PAS project.
