Kaduna to Publish 1,000 Infrastructure Projects Data in Two Days to Boost Transparency – KADPPA

The Kaduna State Government has pledged to publish at least 1,000 infrastructure project records within two days on its Open Contracting for Infrastructure Data Standard (OC4IDS) portal as part of step towards institutionalizing transparency and accountability in infrastructure delivery.
This commitment was made by the Director General of the Kaduna State Public Procurement Authority (KADPPA), Engr. Sanusi Yero, during a two-day training workshop on infrastructure data disclosure held in Zaria over the weekend.
Currently, only 16 projects are published on the KADPPA portal.
The DG was represented by Suleiman Abba, Director of Gender Responsive Procurement at the Authority.
The workshop, organized with support from the Construction Sector Transparency Initiative (CoST), a UK-based organization that promotes transparency in public infrastructure, brought together public officials from key Ministries, Departments, and Agencies (MDAs), as well as members of the Multi-Stakeholder Group (MSG) and the media.

“Our goal is to ensure that at least 1,000 projects are published in a clear and accessible format in the next two days. This will set the stage for informed public oversight and improved service delivery,” Abba said while speaking on behalf of the DG.
He described the training as a landmark moment in Kaduna’s ongoing journey to deepen transparency, accountability, and participatory governance.
The recent development of the OC4IDS disclosure portal and Kaduna’s formal participation in the CoST initiative, he said, represents a strategic move to make public infrastructure data open, accessible, and meaningful.
“We are gathered here not just to fulfill a mandate, but to empower ourselves with the knowledge and tools to publish data that truly matters. Infrastructure consumes a significant portion of public expenditure, and citizens deserve to know how every kobo is spent, he noted.
Previously, the responsibility for publishing infrastructure data fell to KADPPA, which helped ensure compliance but did not cultivate long-term data ownership among MDAs.
The new approach, Abba explained, will shift data publication duties directly to MDAs, while KADPPA transitions to a role of oversight and technical support.

“We are charting a new course, one that empowers MDAs to regularly publish their own data through the portal. This is more than a change in roles, it is a strategic move toward institutionalizing transparency and embedding open contracting into routine public service.”
KADPPA, he emphasized, will now function as a validator and compliance monitor, ensuring that data is timely, accurate, and consistent with the standards of OC4IDS.
“This is not merely a technical exercise, it is a cornerstone of public trust. By consistently disclosing infrastructure data, we reinforce Kaduna’s position as a leader in open governance and procurement reform in Nigeria,” he added.
Also speaking at the event, Jeremiah Tara, the CoST Manager for Kaduna, while highlighting the broader impacts of the initiative, noted that enhanced project monitoring will drive improvements in service delivery, particularly in basic education, primary healthcare, and local government administration.
“Accountability mechanisms are only as strong as the data behind them. With this portal, users, especially from civil society can now track the progress of infrastructure projects and ask the right questions,” Tara said.
He noted that most importantly, the initiative marks the first time that Kaduna is formally engaging the private sector in a data-driven infrastructure transparency process.
“Contractors and other private stakeholders will now be able to see who is winning contracts and under what terms, improving fairness and competitiveness in public procurement.
“This platform gives the private sector a real opportunity to participate in decisions that affect their operations. It’s a win-win for transparency and development,” Tara added.
Participants received hands-on instruction on how to navigate the OC4IDS portal and upload project data. Officials say this is just the beginning of a broader commitment to open governance and citizen empowerment through data.
