Kaduna Assembly Advances Key Health, Environment Bills

The Kaduna State House of Assembly, under the leadership of the Speaker, Rt. Hon. Yusuf Dahiru Liman, during a plenary session on Tuesday, deliberated on several crucial bills which scaled various legislative stages.
At the commencement of proceedings, according to a statement by the Speaker, Rt. Hon. Liman, A Bill for a Law to Establish the Kaduna State Centre for Disease Control and Prevention (KDCDC), 2025, passed its first reading.

The proposed law seeks to provide a robust legal framework for the establishment of a state-owned centre dedicated to preventing and controlling infectious and non-communicable diseases across Kaduna State.
Similarly, A Bill to Substitute the Kaduna State Environmental Protection Authority Law No. 7 of 2010 and Enact the Kaduna State Environmental Protection Authority Law, 2025, also scaled its first reading, reflecting the Assembly’s commitment to strengthening environmental governance.
In addition, A Bill for a Law to Repeal the Kaduna State Substance Abuse and Treatment Law No. 9 of 2016 and Enact the Kaduna State Substance Abuse and Mental Health Services Agency (KADSAMHSA) Law, 2025, passed its second reading and was referred to relevant committees for further legislative action.
The House also considered A Bill to Amend the Kaduna State College of Nursing and Midwifery Law No. 30 of 2018, which successfully passed its second reading.
The Assembly also received the report of the Joint Committee on Information, NGOs and Development Partners and Judiciary on A Bill for a Law to Establish the Kaduna State Information Technology and Digital Economy Agency, 2025.
During the sitting, the House warmly received staff and students from Halim Academy, Kagoro Tudun Wada, and Iqrah Academy, Gangara Street, Rigasa, who attended the plenary on a courtesy visit.
