KADMAM Urges Transparency, Community Oversight of ₦32.9bn Basic Health Care Fund

The Maternal Accountability Mechanism in Kaduna Initiative (KADMAM) has called for transparency, community participation, and prudent management in the utilisation of the ₦32.9 billion recently released under the Basic Health Care Provision Fund (BHCPF) by the Federal Government.

KADMAM, in a statement signed by its Co-Chair, Garba Muhammad, on October 22, 2025, commended the Federal Ministry of Health and Social Welfare for what it described as a “bold and transparent step” toward revitalising primary health care delivery across the country.

According to the group, the new BHCPF disbursement presents an opportunity to strengthen health facilities, especially in rural and underserved areas, if the funds are used for their intended purpose.

“This fund belongs to the people. Communities must not stand aside. We must demand openness, track expenditures, and hold ourselves and our institutions accountable for every kobo spent,” KADMAM stated.

The accountability platform urged Primary Health Care (PHC) facilities, Ward Development Committees, and Local Government Health Authorities to ensure that every Naira is channelled into improving essential health services, infrastructure, and access to quality care.

KADMAM also highlighted its ongoing #OpenKadunaHealthSector initiative, a quarterly spot-check and tracking exercise that allows communities and civil society actors to monitor how BHCPF resources are utilised at the facility level.

The group said the initiative provides “practical evidence and a collaborative framework” for ensuring funds are properly used to strengthen the health system and improve service delivery at the grassroots.

KADMAM further urged citizens, civil society organisations, traditional and religious leaders, and the media to take active roles in tracking BHCPF expenditures in their communities, stressing that community vigilance and ownership are vital to prevent leakages and ensure value for money.

Reaffirming its commitment to sustained accountability, KADMAM pledged to continue working with government agencies, development partners, and oversight institutions to promote effective utilisation and public reporting of BHCPF disbursements across Kaduna State and beyond.

“Together, we can make this investment count for stronger PHCs, safer mothers and children, and a healthier Nigeria,” the group added.
