KADEAM Moves Closer to Full Institutionalization, Validates Constitution, Policy Documents

Stakeholders in the education sector gathered in Zaria this week for a crucial constitution validation and policy adaptation workshop aimed at institutionalizing the Kaduna Education Accountability Mechanism (KADEAM). 

The workshop, supported by the UK-funded Partnership for Learning for All in Nigerian Education (PLANE), marked a significant step toward creating a sustainable, locally owned platform to enhance education service delivery in Kaduna State.

In his remarks, Ahmed Baba Jibril, Reform Facilitator with PLANE, outlined the workshop’s five major objectives as validation of KADEAM’s draft constitution; adaptation of relevant operational policies; finalization of registration with the Corporate Affairs Commission (CAC); and development of concrete implementation strategies.

“This is more than a workshop, it’s a foundation-laying effort that aligns with PLANE’s commitment to supporting accountability and sustainability in education systems,” said Jibril.

PLANE, a seven-year FCDO-funded program, is working across Nigerian states to strengthen learning outcomes, with an emphasis on systems reform and inclusive governance.

Ahmed Aliyu, Co-chair of KADEAM, while delivering his opening address, reflected on the journey so far and the strategic role PLANE has played in reviving momentum lost after the exit of the PERL program.

“When PERL left, it felt like many of us went back to sleep. PLANE came on board and not only picked up the baton but made sustainability a top priority. Their support has been deliberate, thoughtful, and context-specific,” Aliyu said.

He added that PLANE’s approach, rooted in community feedback and lessons from the past has helped rekindle a culture of accountability and practical education reform.

In a heartfelt vote of thanks, Garba Umar Danlami, National Zonal Secretary of the School-Based Management Committee (SBMC), praised PLANE for its principled stance and grassroots impact.

“They’re not compromising. Instead, they ensure transparency, whether it’s textbook distribution or school monitoring. In my LGA, children who had never seen the inside of a classroom are now learning under trees through PLANE’s community learning initiative,” he said.

Danlami emphasized the importance of building a functional and registered KADEAM structure that can carry on the legacy after PLANE’s eventual exit. 

He also called on members to remain vigilant and accountable at all levels of implementation.

Participants committed to finalizing the constitution and aligning key policies, drawing insights from other mechanisms like the Kaduna Maternal Accountability Mechanism (KADMAM), to ensure that KADEAM becomes a fully operational, legally recognized entity capable of driving lasting educational reform.
